1.    French presidential election 2017: a first-ever under the 5th Republic
H.E. Emmanuel Ly-Batallan, Consul General of France in Ho Chi Minh City 
After Brexit, after the election of D. Trump in the US, pending results of incoming general elections in the Netherlands, the situation in France draws attention. Among the rise again of populism in Europe and in spite of economic bettering, will French vote to make Marine Le Pen the next president? What we currently see in France is a one of its kind run for presidency with the top two contenders not being members of mainstream political parties; a first-ever under the 5th Republic. New tools should be necessary to try to better apprehend the situation since traditional political divides seem obsolete. Shall it be considered a warning or a promise of renewal? We shall see.

2.    German elections in September – more of the same or new game?
H.E. Andreas Siegel, Consul General of the Federal Republic of Germany
The UK “Brexit”, as well as the Dutch, French, and German elections this year mark important signposts for the destiny of the European Union, 60 years after the Rome Treaties. Neither the German electoral system nor German society are geared towards fundamental change.  However, rising populism, migration issues, the “Trump effect”, fake news, and “alternative realities” are shaking up the electorate.  The new Social Democratic leader Martin Schulz, too, has created new dynamics so that a number of coalition options could emerge from the September elections.  So the question is: Merkel or Schulz, but it could also turn out to be: Merkel and Schulz.  The German Consul General Andreas Siegel will sum up the basic features of the German electoral system and comment on key issues at stake.

H.E. Emmanuel Ly-Batallan, Consul General of France in Ho Chi Minh City
Born in 1965, Emmanuel Ly-Batallan has started his diplomatic service in 1986 and since then hold several important positions for the French Republic. In 2004, he is appointed director of Adetef (Technical Assistance Agency of the Ministry for the Economy and Finance) in Vietnam and in September 2014, he is appointed consul-general in Ho Chi Minh City.

H.E. Andreas Siegel, Consul General of the Federal Republic of Germany
Consul General Andreas Siegel has been in Vietnam since September 2016. He is a career diplomat and has had various assignments, notably in the US, Morocco, Malawi, as well as in Brussels and Strasbourg where he served at the Permanent German Missions to NATO and the Council of Europe, respectively. Between 2006 and 2010 he was on leave from the Foreign Service and worked as Director of Strategic Planning of the Council of Europe. Before coming to Vietnam, Andreas Siegel headed the strategic planning division in the DG for Culture and Communication at the Federal Foreign Office in Berlin. Andreas Siegel is a graduate of the College of Europe, Bruges (Belgium) and is also a former coach for Franco-German Youth Exchange Programmes.

Mr. Tom Vaizey, Vice Chairman of British Business Group Vietnam
Tom is senior legal counsel with Dragon Capital Group, a Vietnam-focused asset manager. He is an English-qualified solicitor. Tom has spent most of his career in Asia, having worked in Hong Kong, India and Thailand as well as Vietnam. In addition to assisting BBGV with legal and corporate secretarial matters, Tom also sits on the business and events committees.

Mr. Jens Ruebbert, Chairman of German Business Association in Vietnam & Managing Director/ Chief Country Officer of Deutsche Bank AG, Vietnam
Jens Ruebbert is Managing Director, Chief Country Officer (CCO) and Head of Global Transaction Banking (GTB) for Deutsche Bank in Vietnam, based in Ho Chi Minh City. Jens joined Deutsche Bank in 1991 in Essen/ Germany. After four years in Corporate Banking and Risk Management in Leipzig/ Germany, he held various positions in Hong Kong (Corporate Banking), Singapore (Global Banking Division), Istanbul / Turkey (Global Corporate Finance) and Germany (Corporate Finance/ Country Coverage). Before he came to Vietnam in May 2014, he was the Chief Operating Officer (COO) of Deutsche Bank (China) Co., Ltd. based in Beijing. Jens holds a diploma in business administration. He has been an active member of the GBA in 2014 and the Chairman of the GBA for three consecutive years 2015-2017.
