Advertising reform

 

Vietnam’s advertising landscape has undergone a rapid transformation driven by digital technologies, social media, and cross-border marketing. Yet, this growth has also given rise to challenges from misleading advertisements and exaggerated product claims to a lack of transparency, particularly in the health, cosmetic, and dietary supplement sectors.

 Recent high-profile cases involving Nguyen Thuc Thuy Tien (Miss Grand International 2021), Quang Linh Vlog, and Hang Du Muc, prosecuted for promoting the “Kera” candy with false information, along with the “Hai Be” appetite syrup scandal, have underscored the urgent need for stronger regulatory safeguards in online advertising.

In response, the National Assembly has passed Law 75/2025/QH15 Amending the Law on Advertising (“New Law”), effective 1 January 2026. The reform introduces a clearer legal framework for digital advertising, expands oversight to cover KOLs, KOCs, and online platforms, and strengthens consumer protection through enhanced transparency and accountability.

Major amendments proposed for Vietnam’s Personal Income Tax Law

 

Vietnam’s Personal Income Tax (PIT) Law is undergoing a comprehensive review, with proposed amendments to improve fairness, transparency, and alignment with actual income levels while reflecting the country’s economic growth.

 

The draft provides clearer rules on the classification and calculation of tax from salaries and wages, business operations, real estate transfers, and securities trading. It also expands tax exemptions to voluntary pension funds, supplementary retirement insurance, and employees working in certain international organizations or specialized projects, income of enterprise sole owners already subject to corporate income tax, first-time transfers of carbon credits, income from “green bonds,” and income of experts, scientists, and founders of innovative start-ups during their initial years.

 

Personal and dependent deductions have been increased and will take effect from the 2026 tax year. In addition, charitable and humanitarian contributions that meet specific conditions may also be deducted.

 

The progressive tax rates for resident individuals earning salaries and wages will be revised. For business income, the draft exempts individuals with annual revenue of 200 million VND or less and introduces clearer tax brackets.

 

These proposed changes demonstrate a strong direction toward improving fairness, promoting compliance, and encouraging sustainable growth.
